Can not install or uninstall

when i try to uninstall anything windows states there is another installation in progress and to close before proceeding.
I have tried restarting but to no avail. Started after trying to uninstall roxio backup software that came with the laptop. Cannot restore as roxio is now corrupt and it had windows restore disabled. This also now causes windows to lock up when multiple programs
are running or multiple explorer tabs are open.

I would also clean up possible general corruption.

Run DiskCleanup - Start - All Programs - Accessories - System Tools - Disk Cleanup

Run SFC and Chkdsk to be sure corruption is cleared.

Start - type this in Search Box -> COMMAND find at top and RIGHT CLICK - RUN AS ADMIN

Enter this at the prompt - sfc /scannow

Run checkdisk - schedule it to run at next start and then Apply OK your way out then restart.

Run CHKDSK

Go to the Start button.
In the Search box, type "cmd" (without quotes) and press Enter.
At the command prompt, type "chkdsk /r /f" (without quotes) and press Enter.
Reboot your computer.
