Troubleshooting:Downloads stuck at 99%

Downloads stuck at 99%

No matter what type of file I try to download, IE8 gets stuck at 99% and never finishes the download.
I have tried txt, pdf, zip, rar, jpg and mp3.
Obviously this means I've also tried d/l'ing from different websites and to different locations on my computer.
I am using XP Pro SP2 with all the most current security downloads.
I did not have this problem with IE7.
