Cannot enable IPV6 to set up Homegroup in windows 7

After having reset the value of disabled components to 0 in regedit for IPv6, but the value changed back to 255 again after having my computer restarted.
so IPv6 can't stay enabled.
I can see the other PC, but I am not allowed to access it.

Homegroup is based on IPv6.
Internet is based on IPv4, and so is the Work Network of Win 7 (if you opt to use it).
Try this command and then make sure that IPv6 is checked in the Network connection properties.

Press Ctrl-Shift-Enter keyboard shortcut to run a  Command Prompt as an Administrator.  Allow elevation.

Type netsh winsock reset in the Command Prompt , and then press the Enter key.
