Computer Freeze, with Event 7009

This has happened around 10 times in the past 3 days, through both heavy and light use of the computer.
My computer freezes, sometimes for two minutes, letting me do nothing.
The screen is frozen, mouse doesn't move, nothing happens, and the audio stops, loops a split second, or slows down.
Task Manager shows the CPU spiking to 100, but Resource Monitor
shows the CPU being at 0 for the duration of the freeze.
Based on the fact the cursor hasn't moved, despite mouse movement, and the fact I reconnect to the internet, I know this is more than my graphics card.
Also, I have played Battlefield 3 for hours at a time without problem.
The problems seem to be isolated to streaming media, YouTube, Netflix, and Skype.

This is the only thing in the event log at the time of the incident: A timeout was reached (30000 milliseconds) while waiting for the Windows Error Reporting Service service to connect.

Method 1:
The Service Control Manager will generate an event if a service does not respond within the defined timeout period (the default timeout period is 30000 milliseconds).
To resolve this problem, use the Registry Editor to change the default timeout value
for all services.

However, serious problems might occur if you modify the registry incorrectly.

To change the service timeout period:
a.    Click the Start button, then click Run, type regedit, and click OK.
b.    In the Registry Editor, navigate to the following registry subkey:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control
c.    In the details pane, locate the ServicesPipeTimeout entry, right-click that entry and then select Modify.
Note: If the ServicesPipeTimeout entry does not exist, you must create it by selecting New on the Edit menu, followed by the DWORD Value, then typing ServicesPipeTimeout, and clicking Enter.
d.    Click on decimal; enter the new timeout value in milliseconds, and then click OK.
e.    Restart the computer.
