Cannot connect to IE when opening a new tab

I have exactly the same problem and have no add-ins loaded and am running a very 'clean' company networked laptop.  I did manage to find an error about not double-clicking to create a new tab, but that does not always work either. 
 
These tabs never resolve - I have to use Task Manager to kill the IE session if I accidentally end up on one of these tabs.  A real pain, as well as a clear defect..  I agree this should have been solved long ago with a patch.

2.           Was internet explorer 9 working fine before?

Method 1: Reset the Internet Explorer settings.

After a reset, all previous settings are lost and can't be recovered.

Method 2: Run Internet Explorer in no-addons mode.

 Method 3: Re-registering DLL
   Go to "Start" -> "Run" -> and register the following dll's by using regsvr32 command:
Regsvr32 actxprxy.dll
 
Once done, restart the system and check for the issue.
