Cannot delete a website in favorites "access is denied"

I recently saved a website to favorites in IE 8, and now I want to delete it I get an error saying access is denied, I have gone to the favorites folder and tried to delete it there, it said the same thing, I also checked the security tab, it says that
it cannot set my account as the files owner/administrator, I have searched to find an answer but nothing so far, also I am running Vista Home Premium x64 and my account is the owner/administator, and any help will be greatly appreciated, and thank you.

Method 1.
Let us assign permissions to the favorite folder and then try deleting the favorite.
To apply permissions to a file or folder for a user:
a.
Click on start and type favorites in the search bar.
b.
Right-click the folder in the search pane, and then click Properties.
c.
Click the Security tab, and then click Edit.
d.
Do one of the following:
i.
To set permissions for a user that is not listed under Group or user names, click Add, type the name of the user or group, click OK, select the permissions, and then click OK.
ii.
To change or remove permissions from an existing group or user, click the name of the group or user, select the permissions, and then click OK.
Method 2.
Start your computer in safe mode and then try deleting the favorite.
