answer center has detected one or more issues that need to be reviewed it is with the maintenance states need to set up back up files. do i need to do this and how do i do this?

i had a message in my answer center that said it had one or more issues that i needed to reveiw.
it was with  the maintenance and it said i needed to set up the back up  that my files are not being backed up.
do i need to do this? and how do i do it? and
is my computer in danger of any harm?

Machine Throttling

• Go to the Start button.
• In the Search box, type "regedit" (without quotes) and press Enter.
• Look for the following registry key: "HKEY_LOCAL_MACHINE\SOFTWARE\ Microsoft\ SQMClient\Windows\DisabledSessions".
• On the right window pane, delete the subkey: "Machine Throttling".
• Restart your system.
