Autosum not working in Excel 2007

I have Office 2007 running on XP and regularly download .csv files for work but when I convert to excel autosum does not work.
The download has ( .
) as the decimal separator but I am in Portugal so the international decimal separator ( , )  is used here.
If I change the cels manually to use the ( , ) separator it works.
How can I make autosum work without this manual change?

Does the CSV file contain the decimals in the numbers when downloaded or does it get included while converting to Excel format?
 
Are you highlighting the cell and then checking for sum in the status bar or are you using the
sum function.

Right click on the column and check the format, then change it to numbers and then verify if the auto sum works.
