Advanced If Statement using Time

I work for a distribution house, each day drivers make picks up from our depot, I need to log the frequency of the drivers pick up, an efficient driver should make the least amount of picks as possible.
Drivers have numbers,
when a driver picks up a delivery a task number is raised, the time and date of the task is logged, each pick falls within a certain time group.
A driver can raise different task numbers at the same visit or use the same task number depending on the drop off
address; therefore I cannot use the task number to count the number of visits.

The end product I need is the below table:
 
Driver Number     Driver Names  Number of Visits (Month)

The number of visits can be attained two ways:
 
1)      Quick way – the half an hour time groups equals one visit (on the same day), doesn’t matter how many tasks are raised, if a driver has one task
 in any time group on a day it counts as one visit.
If a driver raises another task in another time group later on that day, it counts as another visit.
2)      Hard way – task time, if an task is raised 15 mins after the same customers last task it counts as two different task, regardless of task numbers.
 
If possible I would like to stay away from macros but if it’s the only way I will give it a go, I would be interested in 2) above since it will be more accurate, I believe a IF statement is the best way to do this but all
the ones I've tried haven't work...HELP.
