Black backgrounds covering letters in menu screens and when I right-click, Windows 7

I keep getting black backgrounds which hides text when I right-click, for example, to open a new tab inside a web browser and even some menu screens outside the browser are blacked out.
For example, I go into system properties and all the tabs at the top
are blacked out and every piece of text below those are blocked out too apart from settings buttons.
I don't understand how this happened but if anybody can suggest a solution keep in mind that navigating these menus will be tricky without using pictures or
describing exactly which menus I have to get into.
Thanks very much in advance to anyone who can help me with this.
I've already tried a few other answers websites but to no avail.

I would have liked to have put up screenshots
to demonstrate what the problem is but I can't seem to do that here.

I would recommend you to perform clean boot.
 
Configuring your system in clean boot state helps in identifying if any third party applications or startup items are causing the issue.

If that does not work, create a new user account and check.
If it works in a new user account, then probably your user account may have been corrupted and would need a fix.
Create a user profile.
