Black screen error winpeshl.exe -Application error The application was unable to start correctly (0xc0000006). Click OK to close the application.__

My laptop was working just fine then I tried logging in the other day and it started running something.....it went on and on.  I don't really know what it was but I believe it was a microsoft program.  I know I should have written it down.  Anyway, now
I'm getting the above error message and it will not give me the log on icon.

I would suggest you to check if you receive this error while booting into Safe mode.
 
Step 1: Start your computer in safe mode

Step 2: Perform a clean boot
If you’re able to boot into safe mode, then put the computer into a clean boot state while in safe mode by following the steps in the link given below and then restart the computer.

Note: Once the troubleshooting is over, reset the computer to start as usual.

Machine Throttling

• Go to the Start button.
• In the Search box, type "regedit" (without quotes) and press Enter.
• Look for the following registry key: "HKEY_LOCAL_MACHINE\SOFTWARE\ Microsoft\ SQMClient\Windows\DisabledSessions".
• On the right window pane, delete the subkey: "Machine Throttling".
• Reboot your system.
