When trying to open up a .CSV file into Excel, I get the msg.
stated in the title. How can I repair this?

Does the issue occur with all .CSV file or with a particular file? What happens if you try to open .xls or .xlsx files?
You may try changing the file association of .CSV file and check.
Right click on the .CSV file and click on Open With.
Select Microsoft Excel from the options and click ok.
Make sure the option “Always use the selected program to open this kind of file” is checked.
Are you trying to open the file directly from Email? If yes then try downloading the file onto the desktop and then try to open the file to check.
